Achillea 'Moonshine' (Yarrow) 18" Z3-8 Sun
I would grow A. 'Moonshine' for its ferny, silver foliage alone. An added bonus is its large, 3", phosphorescent-yellow blooms from June through July, which make the perfect landing pad forbutterflies. Unlike other Achilleas which tend to run amok, A. 'Moonshine' forms a tidy clump. Although A. 'Moonshine' has been around awhile it's still immensely popular and deserves a spot in everyone's border. The silver foliage is a great foil for hotter solid reds and oranges.
